| Facts: | The defendant was stopped for doing burnouts in the middle of an intersection. These actions impeded the flow of traffic. Officers observed an odor of alcohol, slurred speech, a flushed face, and he admitted to drinking. The defendant refused to perform field sobriety tests and was arrested for DUI.
